20-unit development approved in West Kelowna’s Glenrosa neighbourhood

The City of West Kelowna has approved a housing development in its Glenrosa neighbourhood.

The proposal is to build ten duplexes, which will amount to 20 two-storey units in total at 3210 Salmon Road. Staff said the developer didn’t propose variances for the build and is consistent with all the restrictions on the property, including height and density.

Each unit is proposed to have three bedrooms, two bathrooms, and a half bath. The complex will also feature bicycle parking spaces and outdoor amenity space.

Coun. Jayson Zilkie said he supported the application.

“I think it fits well with the neighbourhood and I’m looking forward to seeing it move forward,” he said.

Coun. Rick de Jong agreed and said the density of the development will fit well with the neighbourhood, but he did have a concern.

“My concern originally, and still, is parking. That street does get a lot of parking already, particularly during school hours, early morning, afternoon, kids are picked up and dropped off,” he said.

The city’s planning manager Brent Magnan said that the proposed development includes over 40 parking spots for residents and visitors.

“This is the issue that we often see with multi-family developments: we see concern about parking and this is something that can be reviewed through the zoning bylaw,” Magnan said.

“If this is something council is concerned about, we should look at it at a more holistic level, definitely.”

De Jong added that parking stalls in new developments must be practical to ensure residents actually are using them and not parking along the streets, creating possible congestion.

The development will move forward as soon as the city receives a wildfire assessment for the area.
