He was born and raised in Yorkton, Saskatchewan. Charles served in the RCAF during WWII and later as an officer in the Canadian Armed Forces. Following retirement from the Canadian Armed Forces in 1969, he and his wife Eleanor moved to Kelowna where they owned and operated a local business for several years.

Chuck joined PEP Air in 1969, was instrumental in establishing the Canada-wide Civil Air Search and Rescue Association (CASARA), selflessly dedicating over 50 years to the Search and Rescue cause - still active at age 99!
